Outline of Research at the Start

本研究は、法的観点からの事務配分論の比較法的検討・分析を行うことで、①事務配分論において、地方分権を行う際に憲法上どのような要請が働くか、②地方公共団体の事務とされた事務につき、地方公共団体が国や他の地方公共団体とどのように連携を行うべきか、③当該事務について、国の法律による一元的な規律を行うこと、あるいは、再び国の事務とすることに法的な限界があるのかという点を明らかにする。
