Outline of Research at the Start

国連憲章に明記された「人権」の国際的保護を具体化すべく起草された「国際人権章典」をめぐる国際政治を、イギリス外交に注目しながら検討する。本研究は、国連憲章の起草にはじまる「国際人権レジーム」の出発点からスタートし、イギリス外交のスタンスの変遷を検討する。世界人権宣言の起草過程で消えていった①国際機構に対する個人の請願権および②オーストラリアの提案していた国際人権裁判所の設立、という2つのアイディアをめぐってイギリス外交がどのように議論していたのか、申請者がこれまで研究してきた非国家主体の動きやアメリカ外交・オーストラリア外交の動きと突き合わせることで再検討する。
