Outline of Research at the Start	1990年代までの日本は社会支出の規模が国際的に低い水準であるのにも関わらず、所得の平等を享受する国家―平等で小さな政府―とみなされてきた。一方で、日本政府は1970年代初頭において高福祉高負担を掲げており、大きな政府である西欧型福祉国家へ至る可能性があった。本研究は、高福祉高負担を掲げる要因となった革新自治体と中央政府の関係に着目し、1970年代の政府間財政関係の政治分析を行う。この分析を通じて、なぜ西欧型福祉国家ではなく「平等」で小さな政府となったのかを明らかにする。
