Outline of Research at the Start	風水害を伴う災害は毎年のように、死傷者を伴う大地震は5年に1度の割合で起こっているが、中でも、地震の多くは10℃を下回る2、3、4月の寒い時期で発生している。冬季における災害は、全域停電に伴い寒さとの戦いであり、殊に津波や豪雨などにより体が濡れていた場合は生命の危機にもつながる事態になりかねない。しかしながら、内閣府の避難所運営ガイドラインにおいて、備蓄物資の中には衣に関連する項目は無く、多くの被災者は、避難所の毛布もしくは個人の防災グッズの中からブルーシートやアルミシートを取り出し、寒さをしのぐことになる。本研究では、災害発生直後の超急性期に着目し、命を守る簡易型防寒衣服の開発と検証を行う。
