Outline of Research at the Start

本研究の目的は、1960年代から1970年代にかけて、戦後日本の教員採用制度における中央政府－地方自治体のパワーバランスの変容がいかにして生じたのかを明らかにすることである。具体的には、（1）1960年代初頭において、地方自治体がなぜ教員採用を政策課題として認識するに至ったのか、（2）1960年代前半において、中央政府がなぜ教員採用を政策課題として認識するに至ったのか、（3）教員採用行政をめぐる地方自治体間及び中央政府－地方自治体間の関係において、いかなる相互作用が起こっていたのか、を文部省・各種審議会・地方自治体等の歴史資料の収集に基づく教育政策過程の分析から明らかにする。
