Outline of Research at the Start	専門職大学には1低調な開設状況、2 曖昧な特色、3「専門職」の定義が不明瞭といった指摘もあり、本制度は深刻な課題を残したまま制度形成がなされたと言える。そのため、制度形成過程を分析し、課題が積み残されたまま制度化された構造を理解することは重要な政策評価であると考えられる。しかし、これまで本制度の形成過程に対し詳細な政策過程分析はなされていない。ゆえに、本研究では、高等教育段階での職業教育を発展させる政策として、なぜ本制度が選ばれたのかを、政策の窓モデル固有の問題が公共政策のアジェンダへと浮上するメカニズムを解明するのに有用な政策過程の分析モデルを用いて浮き彫りにすることを目的とする。
