Outline of Research at the Start	地方都市においてはコンパクトシティ政策が推進されてきた。立地適正化計画では都市機能誘導区域と居住誘導区域が設定され、都市機能と居住の誘導が目指されている。これまでの効果検証では居住誘導区域に着目され、都市全体のコンパクト化への提言がなされてきた。しかし、地方都市の中心部では機能集積の二極化が進んでいる。そこで、本研究では地理情報システム（GIS）を用いながら都心部の実態調査と公共施設の運営内容の評価を行うことで、都心部の縮小を念頭においたコンパクトシティ政策の効果検証と実態解明を行うものである。
