Outline of Research at the Start

本研究は、災害前の防災集団移転に関して、まだ試行段階にあり多くの実務的課題を抱えている国内事例を海外先進事例との相対の中で捉えながら、事前移転・集団移転の利点・価値、および価値を実現するために必要な普遍的・個別的な仕組みを明らかにしようとする国際研究である。具体的には、島根県等での全国の災害前の防災集団移転促進事業全４事例とフィリピンでの参加型防災集団移転政策People's Planを主な対象として、それらの政策・実態の比較分析から、事前防災集団移転において必要とされる人々の価値観に寄り添うことのできるシステム（政策制度・計画技術・支援技術）、プロセス、評価指標について考察する。
