Outline of Research at the Start

地震災害では，消防・警察・自衛隊などを中心に倒壊家屋からの救助活動が多数行われている．巨大地震の場合，地域住民による人命救助活動は重要な役割を果たすことは言うまでもない．しかし，一般に対して適切な救助・救出知識を身につけられる訓練プログラムがなく，実態とのギャップが存在する．本研究では，国内外の過去の地震災害において，どのような状況下で住民が救助活動を行ったのか，訓練を受けた救助の実動機関と相対的に整理し，救助実動機関と地域住民の救助活動の実態を示し，住民の救助活動内容やその限界を明らかすることを目的とする． その上で，救助活動可能な住家被害状況やその内容を明示した訓練プログラムを構築する．
