消費者の好みや生産者の技術など，社会・経済の各参加者のみが知り得る情報を私的情報とよぶ．市場メカニズムでは，価格が私的情報を適切に集約し，効率性の観点から社会的に望ましい配分が達成される．しかし，対象となる公共的意思決定によっては市場がうまく機能しない場合や，市場に任せることが倫理的に不適切な場合がある．その際には，参加者に私的情報を適切に提供する動機を与えつつ，望ましい結果をもたらす制度の設計が必要となる．このような制度を設計するのがメカニズム・デザインである．本研究の目的は，このアプローチを用いて，多様な社会・経済環境での公共的意思決定の問題を解決する分権的制度の設計を検討することである．
