Outline of Research at the Start	日本では「暴力を伴ういじめ(暴力)」の経験率が低い。一方、「暴力を伴わないいじめ(悪質ないやがらせやいたずら)」の経験率は高い。特に、「仲間はずれ・無視」は、被害・加害経験率が高く、常習的な児童生徒も多いのに、教職員の認知は圧倒的に少ない。その背景には、「その程度のことはよくあること」といった感覚、職場のパワハラ通報をためらうのとも似たハラスメント観が、教職員・保護者・児童生徒の間に存在し、暗黙の容認があると仮定できる。本研究は、児童生徒のいじめ経験を全体社会のハラスメント観と関連付けた国際比較により、いじめの課題解決と、ハラスメント問題の進展の両方を目指すことを目的とするものである。
