Outline of Research at the Start

本研究は、米国と豪州における代理教員の制度およびその実態について、代理教員制度が機能している構造を解明する。両国の代理教員制度の構造を分析するにあたって、行政機関（州や学区等）・学校組織・代理教員の3つの層に分けて、それぞれの層で代理教員をめぐるシステムがどのように機能しているのかを解明する。本研究における代理教員とは、例えば教員自身や家族が病気になった日、家族の用事がある日、または研修に自主的に参加する日等において、その時だけもしくは一定期間、通常の教員の「代理」として勤務する教員をさす。両国の分析を通して、わが国の学校教員の働き方改革において、代理教員制度の導入の可能性を探ることを目指す。
