This study aims to solve issues of provincial cities on the young generation population outflow and the regional industry decline, and presents the glocal value chain scheme including an exportation promotion of regional products, as a practical regional industry policy design method through a holistic approach based on mainly a regional branding theory and case studies. And it includes the key driven elements needed to develop a new industry that utilizes regional resources such as a cosmetics industry.
