Administratibe ADR system will be more important to deal with employment disputes. This movement is a common phenomene in the developped countries. Japan is same. For example, the Labor Commissions in Japan works as para-judicial organizations which have effective power to investigate complicated employment cases and order the appropriate mesures to deal with the case. This administrative system has some merits to resolve the questions on contemporary employment disputes. The Japanese government has the task, like the other developped contrieis, to extend these merits to other fields.
