Outline of Annual Research Achievements

本研究の目的は、(1)政策実施ギャップ(政策の目的と結果の乖離)の発生メカニズムに関する新たな仮説として「政策規定を利用した利害関係者の戦略的行動(政策規定の合法的悪用)」を提案し、(2)米欧日の公共資源(空港発着枠)配分政策の比較分析を通じて、この戦略的行動の有無と効果を定量的に明らかにすることにある。昨年度よりEU(とりわけ英国)を対象に行ってきた、発着枠取引が路線レベルでの競争に及ぼす影響の分析(反競争的発着枠取引仮説の検証)は、Fukui, H. (2014). Effect of slot trading on route-level competition: Evidence from experience in the UK. Transportation Research Part A: Policy and Practice, 69, 124-141. doi:10.1016/j.tra.2014.08.012 として公表された。
今年度はこれに加え、日本の発着枠配分制度を対象として、非効率的発着枠利用仮説の検証を行った。日本では5年に1度、国土交通省が大手航空会社から羽田発着枠を一定数回収し、効率性を含む評価基準により航空各社を評価し、その結果に基づき発着枠を再配分することで、効率的発着枠利用の実現を図ってきた。だが、評価基準には地方路線維持に関わるものも少なからず含まれている。2000年から2010年までのパネル・データを用いた差分の差分析の結果、航空各社は地方路線維持を優先し、発着枠の効率的な利用努力を戦略的に放棄している可能性があることが明らかとなった。この研究成果は ATRS, 4th Asian Seminar in Regional Scienceで報告された。
なお上記以外に、燃料税が航空会社の燃料消費に及ぼす効果の分析も行った。この研究成果は、ITEA、ATRS、応用地域学会で報告され、現在、Transportation Research Part A: Policy and Practice にて査読中である。
