| Outline of Final Research Achievements |
Based on the research on “Phase of Citizen Governance”(2013), and the research on Legal Structure”(2014), the actual phases of Public Development Authority, － quasi-municipality with management function that is based on citizen governance－ was clarified in 2015. And also configuration analysis was conducted.
According to the result the followings are clarified: 1) Actual conflictual situation with audit of States, 2) PDAs deploy in wide range of realms other than “area management”, 3)PDAs function on delivery system of urban services based on its legal stability(especially on specific realm that neither private sector, nor governments cannot commit).
