本研究は、AIやバイオ、サイバー分野における新興デュアルユース技術がもたらす社会的ディレンマを市民に提示し、その逡巡・動揺・判断を可視化することを目的とする。専門家によるディレンマ事例の設計、全国規模の社会調査、市民対話を通じて、市民の価値観や倫理観の変化点を明確にし、技術に対する社会的受容性を実証的に把握する。得られた知見は、科学技術と社会の調和的発展に資する政策提言へとつなげる。
