Outline of Research at the Start

本研究では、2015年の新制度施行から10年が経過する教育委員会制度に対して、首長と教育委員会が有する選好とその行動原理を実証的に解明する。新制度は、首長に教育行政への関与を促す制度設計がなされる一方で、首長と教育委員会が新制度下でどのような選好を有するのか、その行動原理とは何かが未解明であり、これらを研究課題として取り組む。全国市区町村を対象とした質問紙調査、インタビュー調査と過去調査との比較を組み合わせて行い、制度変化の効果と課題についても検証する。
