Outline of Research at the Start

90年代以降、日本の経済力・研究開発力が低下しているが、統治システムレベルの研究が不足し、研究力低下の本質的原因は未解明である。本研究は、政治行政システムの特性が高等教育機関の機能と役割を介して科学技術イノベーション力にどのような影響を与えるかを明らかにするため、イノベーション・システムの定性的評価など複数手法を組み合わせた国際比較分析を行う。政治行政体制と高等教育のパフォーマンス、さらに国家の科学技術イノベーション力との関連性を、政治行政システムの類型化、意思決定プロセスの特徴分析、高等教育機関の自律性と政府介入度の評価、産学官連携モデルの比較、研究資金配分システムをサブテーマに分析する。
