Outline of Research at the Start

福島第一原発事故から14年を経て被害が継続していることは、都市計画の再考の要請を示唆している。本研究は、物的環境と社会的つながりの関係のまとまりをもった単位を「地域」と捉えて着目する。「地域」が、環境汚染や長期避難などの過酷な状況に対して取り組む現場に遭遇してきたからだ。被害地域と被害者の実態把握を根幹として、復興政策の形成過程や適用の影響と土地利用の変容を明らかにする。さらに多様性をふまえた事例の詳細調査により、行政区等による実践のメカニズム、帰還者と非帰還者にとっての「地域」の意味、開発・コミュニティ・レジリエンスの関係を考察する。「地域」という単位から、今とは異なる都市計画を構想する。
