Outline of Research at the Start

燃料貧困指標は、エネルギー価格上昇に対して家計の脆弱性が高い世帯を特定し、緩和策を提案する方法として有効である。しかし、指標算出に用いられる閾値は英国や国連の基準が一般的に用いられており、我が国や地域の実態を反映できない。また、本指標を用いた政策評価は複雑なモデルが考案されているが、国や自治体が政策に活用するためには簡潔なモデルの開発が必要である。本研究は燃料貧困指標を用いて、エネルギー価格高騰に対して家計の脆弱性が高い世帯を特定するとともに、支援策を提案するための評価手法を開発することを目的とする。
