Outline of Research at the Start

日本外務省は、平時とは異なる戦時下の世界情勢に関する情報を、どのようにしてシステマティックに収集し、それをどのような仕組みで情報分析し、終戦過程の政策決定、とくに終戦工作に活用したのかを解明する。
研究方法としては、外務省政務局・調査局で作成された「大東亜戦争ヲ繞ル各国動向」「世界情勢ノ動向」「戦争目的資料」など「調書」と呼ばれる、いわば世界情勢に関する情報集といえる印刷物、松田道一御用掛（外務省条約局長）の「昭和天皇御進講メモ」、極東国際軍事裁判弁護側証拠書類「宗宮信次関係文書」「花井忠関係文書」の終戦経緯関係文書などをデジタル・データ化し、戦時中における外務省の情報収集システムを解明する。
