Outline of Research at the Start

アフリカ人の「頭脳流出」が問題視された90年代以降、流出した頭脳を母国の開発に役立てようとする政府の帰還政策はうまくいっていない。流出「頭脳」は移住先で子供を育て、働く「人間」であるため、その政策は彼（女）らの人生計画と折り合わないからである。ところが近年、ケニア共和国に帰還した移民が、移住先で得た知識や技術を母国で役立てる「頭脳環流」の動きも出ているが、具体的な報告は少ない。本研究は、在外ケニア人の最大人口を持つ米国との関わりを中心に捉え、移民の能力が母国ケニアの未来と交差する可能性を見極め、アフリカ支援をめぐる現代的問題に人類学的に取り組む。
