Outline of Research at the Start

本研究は，日仏の第二次大戦前における土木行政実務の理論を分析し，その現代的意義を考察するものである。すなわち，道路・河川・港湾という中核的な土木行政をはじめとした分野について，わが国の戦前の内務省土木局が固有の理論を形成してきたことを分析する。また，フランスにおいて，財務省主税局が国公有財産の管理に関する権限を有してきたことに着目して，同局およびその周辺組織の土木行政に関連した理論を分析する。そのうえで，これらの理論が現行の公共施設法制に対して有する意義について，学説との関係を含めて考察する。
