Outline of Research at the Start

本研究は、帝政期ドイツ（ただし、本研究では、北ドイツ連邦も含む形で取り扱う）の公的扶助法制の運用を、(i)被扶助者の権利を否定する論理とその特色、(ii)権利を否定するとしても的扶助制度の運用には必要となる、要保護状態の認定、他施策との関係、特に困窮者に対する福祉的（慈善的）貸付制度との関係を中心に検討し明らかにしようとするものである。
