Outline of Research at the Start	本研究は、第1に、行政上の個別法の時間的効力を画定するための立法指針・司法判断の基準・原則等を明らかにする。第2に、申請者が従来の研究において行ってきた、行政法の時間的効力に関する一般的な理論枠組みの構築に関連して、第1の研究成果を用いることで、そのさらなる精緻化や修正を行う。本研究は、これらを通じて、行政法の時間的効力に関する包括的な理論枠組みを構築することを目的とする。具体的には、本研究では、1）個別法の立法・解釈適用を各分野ごとに詳細に調査・分析する。2）個別法の研究成果について、一般的な理論枠組みの下で理論的な整理・分析を行う。3）フランス法との比較分析を行う。
