Outline of Research at the Start

社会保障制度改革の目指すべき政策目標である「地域共生社会の実現」につき、目指すべき「地域共生社会」の概念自体の不明確さが、その法的基盤や政策的方向性を曖昧にしているのではないかとの問題意識から、「地域共生社会」の規範内容を明らかにすることを通じて、従来から社会保障の法理念として捉えられてきた「社会連帯」の規範内容との異同も意識しながら、「地域」を基盤に据えた社会保障法制及び関連法制のあるべき方向性を示す。
