Outline of Research at the Start

2023年に採択された「国家管轄権外区域の海洋生物多様性の保全と持続可能な利用」（BBNJ協定）を中心事例とし、そのの条文や交渉過程を検証することによって、環境法と位置付けられる生物多様性条約の締約国会議と国連海洋法条約下での国際会議の相互作用を分析する。また、1990年代に交渉された「国連公海漁業協定」（国連海洋法条約の第二の実施協定との位置付け）なども併せて考察することで、国際法学的には新たな法学分野として環境法出現し海洋法への浸潤、あるいは海洋法自体の発展的展開がおきたことを明らかにし、国際政治学的には、レジームコンプレックスの視点から、海洋ガバナンス、秩序についての考察を行う。
