Outline of Research at the Start

災害発生時の行政対応を検証する「災害対応検証」は、その体制や目的、公開性等に差異はあるものの、訴訟に関わる調査とは異なり責任追及を本旨としていない。法的な根拠や義務付けがないにもかかわらず災害の発生に応じて作成する自治体は増加しているが、その行政学的な分析や位置付けは未解明である。本研究は、災害対応検証（報告書）が行政内部の組織管理や行政内外の政策過程においてどのように扱われてきたのかを明らかにするとともに、危機管理をめぐる行政責任のあり方にどのような課題を提示しているのかを検討する。
