Outline of Research at the Start

ポスト冷戦後の力の移行に伴う国際システムおよび核兵器を巡る状況に3つの構造変化（多極化、多様化、非対称化）が生じるなかで、核軍備管理の停滞・逆行も続いている。冷戦期から続く核軍備管理アーキテクチャはポスト冷戦後の核問題に十全には対応できておらず、国内外からの核軍備管理にかかる様々な取組や提案も必ずしも奏功していない。本研究では、3つの構造変化、ならびに国際関係を規定する3要素（力・利益・価値〔規範〕）を軸に、核軍備管理を巡る現状、取組、提案を分析して意義や課題を明確化したうえで、構造変化を踏まえて核軍備管理アーキテクチャをいかに再構成していくべきか、その可能性と課題について考察する。
