Outline of Research at the Start

現代日本の対外関与において、実施機関が有する政策の軌道修正の過程を明らかにする。本研究では、防衛省（自衛隊）と国際協力機構（JICA）という対外関与の実施機関に焦点を当てて、過去の実践知を蓄えている実施機関が、官邸の安全保障強化の動きを受けて進む「援助の安全保障化」のなかで、政策形成・実施の両局面でいかに行動し、どのように政策を展開したのかを解明する。そうすることで、政府声明や戦略文書等の大枠で対外関与の変容を評価・議論してきた大掴みな分析から脱却し、平和国家の変容を政策形成過程からより鮮明に考察できるものと展望している。
