Outline of Research at the Start

バイオテクノロジーは人類の福祉向上に貢献する一方で、特に遺伝子解析技術の進展により、悪意ある主体が遺伝子情報を利用するリスクも指摘されている。著しいバイオテクノロジーの発展がどのように国際安全保障上の脅威となるのかが整理されていないことにより、各国政府においてバイオテクノロジーをめぐる脅威認識の根本的な考え方が共有されていないのが現状である。こうした問題認識にたち、本研究では遺伝子情報が生物兵器禁止条約における生物兵器として認識されるか、遺伝子情報に基づく標的型ウィルスの使用が国際法上許容されるかを検討し、規制対象と規制手段について政策科学の視点から分析して政策提言する。
