Outline of Research at the Start

開発援助の分野では、新興国を初めとする新たなアクターの台頭や先進国の経済状況の悪化と政治の右傾化により開発援助の役割が問われており、その変動期を迎えている。特に近年は、先進国による開発援助の規範がより拡散したものへと変化しており、その背景に先進国の国内要因が影響していることも注目すべき点である。したがって、本研究では援助国（日本、英国、スウェーデン）の国内要因、OECD/DACの国際規範、被援助国（ウガンダ）の視座から、国益、国際益及び開発効果という援助の動機のトリレンマを新たに提示し、変動期における開発援助がどのようなバランスで変化し、その背景には何があるのかを明らかにする。
