Outline of Research at the Start	本研究はベーシックインカムを「生活に最低限必要な資金を市民全員に対して一律に継続して定期的に支給する政策」と定義する。最初の問いは、ベーシックインカムが導入された場合に、①税率を何％に引き上げなければならないのか、である。ここでは、支給額を生活保護や賦課方式の公的年金と同程度とする。この問いに対しては、所得税の実効税率と消費税率とで場合分けして答える。さらに、増税規模を踏まえて、②平均的な家計の経済厚生はどのくらい変化するのか、③所得分布はどの程度より平等になるのか、④結婚しているカップルの数はどのくらい変化するのか、⑤家計の労働供給はどのくらい変化するのか、という問いに答える。
