Outline of Research at the Start

本研究は，日本の社会インフラについて，現在また将来に続く人口減少局面において，財政が逼迫して行く中でその更新投資をいかに行い，またその負担をいかに住民に求めていくべきかについて，以下の３つの理論の流れを融合することで明らかにする。第１に人的資本論に基づく経済成長理論であり，これにより人口成長率，経済成長率の変化の描写が可能となる。第２に垂直的外部性の理論であり，これにより国と県・市町村との財政的な関係について論じることが可能となる。第３に公営企業に関する理論であり，これによりインフラにより供給される価格・負担のあり方について議論を行うことが可能となる。
