社会の激動に巻き込まれた弱者たちが、その後の混乱のなかで放置され、忘れ去られる状況は、形を変えて今後も世界のどこにでも発生しうる問題である。ドイツの「忘れられた犠牲者」は近年ようやく、戦後ドイツ政治史研究の一端として、存在が知られるようになってきた。だが、その検証は未だ、彼らが放置されてきた事実を指摘する段階にとどまる。彼らはなぜ放置されたのか、補償・復権の実現にいたる道のりにいかなる困難があったかを明らかにすることは、単なる過去の解明にとどまらず、現代の、そして今後の国際社会にも起こりうる問題に対して重要な手掛かりを提供するものとなる。
