Outline of Research at the Start

平時の社会福祉分野の脆弱性が災害の度に顕著に露呈する。能登半島地震でも要配慮者 の多くの命が奪われた 。本研究では、特に平時に「偏見と差別」が顕著な「性的マイノリティ」と「特定妊婦 」（妊婦の中でも特にDV・性被害・虐待等を起因として特別の配慮と支援が必要な類型）の避難支援と避難所利用が困難となっている実態について、能登半島地震直後の「災害応急対応の自主点検レポート」 や要配慮者向け好事例集等を題材に検討する。国発信のレポート等がかえって当事者らのSOS発信を困難にしているとの仮説を立て、検証する。
