Outline of Research at the Start

本研究は、地震大国である我が国のなかでも、過疎地域に共通した課題である高齢・人口減少が進む低密度自治体とした地域的不利益性及び、災害弱者として最も不利益な状況に置かれる、当事者の抱える障害により福祉的支援が不可欠である二重の条件不利益性を抱える人々に対する大規模災害後の福祉支援システムの構築の検討をおこなう。
地震を代表とする大規模災害は、世界の国々にも起こりえるものであり、その後の福祉
支援の構築研究については、国際的にも大きな意義があるといえる。
