Outline of Research at the Start

生活保護制度は国家責任による無差別平等を基本理念とする。その運用は地方自治体が設置する福祉事務所に委ねられているが、自治体間格差が長年の問題となっている。
本研究では、生活保護制度運用における自治体間格差の実態を確認し、要因及び影響の検証を行う。具体的には、自治体間で差が生じやすい裁量行為に着目しデータを収集する。組織体制や保護受給率など統計データを用いた研究はこれまでも行われてきたが、新たに着目したデータを含めて多角的にデータ収集・検証を行い、要因・影響等を明らかにする。
