Outline of Research at the Start	全米ソーシャルワーカー協会は「カルチュラル・コンピテンス」の概念を用いて、ソーシャルワーカーが異なる文化を尊重し、鋭い感受性を持ち、社会的に抑圧された人々をエンパワメントすることの重要性を提唱している。本研究では、台湾、シンガポール、スウェーデン、日本の4国の比較調査を通して、ソーシャルワーク実践者のカルチュラル・コンピテンスが発揮できる組織体としてのシステム (法制度、現場でのソーシャルワークの理解、事業としての確立、ソーシャルワーカー配置、雇用条件の整備、教育・育成)の構築の必要性を示し、日本ではどのように展開していくことが可能であるのかを明らかにすることを目指している。
