Outline of Research at the Start	少子高齢化の進む日本において、要介護者の増加に対応し、必要な介護サービスを保障するためには、介護人材の確保が不可欠である。しかし、現状のままでは介護人材不足のために、要介護者に必要な介護サービスを届けられなくなる恐れがある。本研究は、幅広い介護人材確保策を実施しているドイツでの議論や取組みを基に検討を行い、日本において必要な抜本的・包括的な介護人材確保策やそのために介護保障制度が果たすべき役割を示す。
