Outline of Research at the Start

本研究の目的は、国レベルの不登校政策が、地方レベルの制度運用にどのような影響を与えているのかを分析することである。特に、「教育の機会均等」の観点から、地方レベルで展開されている4つの不登校政策（①教育支援センター、②学びの多様化学校、③校内教育支援センター、④居場所・フリースクール支援）の自治体間比較を行い、制度の運用実態と課題を明らかにする。本研究によって、いかなる政策理念の下で、いかなる政策対象に、いかなる方法で政策を展開していくべきか、不登校支援をめぐる制度設計上の指針を具体的に提示することができる。
