Outline of Research at the Start

本研究では、「各自治体は帰国教員をいかに活用しているか」という問いのもと、在外教育施設への教員派遣を担う教育委員会の取り組みの現状と課題を明らかにする。具体的な研究課題として、①自治体の取り組みの体系的把握と、②特徴的な自治体の事例収集の2つを設定する。前者は質問紙調査、後者は実地調査（聞き取り及び資料収集）を行う。これらを通して、帰国教員の活用を促進する施策のあり方を提示することが目的である。
