Outline of Research at the Start	本研究計画の概要は次の3点である。第1に、FIRSTが廃止・再編された後、拡充していった過程について、1994年学校教育改善法とどの子も置き去りにしない法、連邦教育省の歳出予算の変容を手がかりとしながら明確にする。第2に、FIRSTがなぜ一部改変されたのかについて、2015年どの子も成功する法の制定過程の検討を通じて明らかにする。第3に、FIPSEが改変した経緯について、2008年高等教育機会法成立の分析を通じて明確にする。
