Outline of Research at the Start

本研究では、原子力災害時の「広域避難計画」とその策定プロセスに着目し、東日本大震災・福島原発事故の影響をより強く受けた、茨城県の東海第二原発、宮城県の女川原発を主な研究対象として、「広域避難計画」の実効性について検証を行う。被ばく防護のための「広域避難計画」については、原発立地地域の地理的・地域的特徴にも影響される他、地域住民の認識、災害弱者への対応など、社会的に実効性を高める必要があるが、実際には全国一律の計画策定となっている。二地域を比較検討し、「広域避難計画」の実態と課題、社会的意思決定プロセスの比較を行い、ボトムアップ型の「広域避難計画」の政策提言を行う。
