Outline of Research at the Start

本研究は、タイ、シンガポール、フィリピンの3ヶ国における政軍関係、特に、市民社会の諸アクターが軍に対して交渉を行う際の形態と、軍が世論や市民に配慮して制度変化に踏み切る条件を分析する。徴兵制度は一般的に、伝統的・硬直的な支配の一手段とみなされがちであるが、3ヶ国の市民社会の諸アクターは、政治家や軍に対して軍の制度改革を求める能動的行動を起こし、軍の側も、社会の価値観の変化やSNSの世論を認識して対応している。市民は、どのような条件のもとに能動的行動を起こし、徴兵の制度改革を実現させているのか。軍は社会の価値観の変化や安全保障環境をどのように認識し改革に踏み切るのか。これらの問いを追求する。
