Outline of Research at the Start

能登半島地震は、日本が人口減少社会に入って初の本格的な自然災害であった。一方、長崎県には、消滅可能性自治体に挙がっていた島原市があり、ここは1990年代に普賢岳の噴火を経験している。当時はバブル前後で日本経済に余力があり、ほぼ噴火前のインフラを復旧できた。ただし、それらが人口減少期に入った現在、地域にとって重荷になる状況があり、財政的に余裕があっても、戦略的に発災前の状況に戻さないほうが妥当なケースも確認される。そこで、時代背景が異なる二つの過疎地における災害復興を比較検討し、復興を遂げた島原がその後遺症に苦しんでいる状況を解明し、能登半島地震の復興にどのような示唆を与えられるのか検討する。
