Outline of Research at the Start	本研究では、個別の基本権を越えて、一般に憲法上の権利が行政組織編制に対して有する効果が如何なるものなのかという点につき、この分野ですでに多くの研究成果を挙げているドイツの理論を参照しつつ、検討を行う。検討にあたっては、既に基本権と行政組織との関連が議論されてきた学問の自由の分野と放送の自由の分野、さらには近時議論が盛んであるプライバシー権の分野での成果を土台として、検討を進めることとする。
