This research examines the regulatory frameworks governing deep-sea critical mineral resource extraction in Japan, the United Kingdom, and Norway. As global demand for critical minerals increases, deep-sea mining offers both opportunity and risk. Through comparative legal analysis, stakeholder interviews, and case studies, this project will propose sustainable, adaptive regulatory models that balance economic development with environmental protection - providing policy guidance for Japan’s seabed mineral strategy, particularly in light of its Minamitorishima discoveries.
