Outline of Research at the Start

This research examines how national education policies are written in government and how they are actually implemented in local schools and classrooms in Japan, using the case of digital transformation (DX). It will provide a comprehensive description of DX policy at each level of the education system - the details of digital policy, how the policy was made, how it works in schools and what that reveals about the processes of policy making and its enactment. The project sheds light on the gap between policy and practice through shifts in the structure of government.
